hey everyone I had to "reset packages to defaults" in the package-mananger, witch made the post processing stack to stop working, I closed unity, and reloaded Unity, and reinstalled post processing.
everything is set up correctly with the correct tags and layers, however the post processing effects are not showing in camera.
